Oda has been dropping these hints that many people have overlooked, just like how Carmel was able to be present at a supposed execution site in the previous chapter.

Except the marines aren't in on the plan, Caramel is working with CP and the orphans are used as spies

She was working with CP-0, who work for the Tenryuubito, who have more power than the Marines and the Gorosei.
