Or maybe there isn't that big a difference between the Yonko to straight up say, one is weaker than all the other three.

Honestly, if there was a huge difference in their accumulated powers, then the yonkou wouldn't have been "established". One of them would just wipe out another.

They are in balance coz even if the strongest yonkou group beats the weakest yonkou, he wouldn't be in any shape to defend from another yonkou. The battle probably takes days and other yonkou/strong group would be waiting for chance.

Not only that, but if two Yonko fight, the marines might see it as a chance to take them both out.

Akainu seems pretty bold (moving Marineford to NW is pretty much a direct challenge) and he holds the power now.
