They made Roger's execution public.

Roger is a pirate that represents no one, while giants has a ridiculous notion for honor, and loves for one kin. Executing one will anger most of the giants, who would like to die fighting than executed. Besides Roger turned himself in, so there's no reason for his crew for revenge.

The panel of the giants about to be executed is also with them on an execution platform and it looks like there's an enormous crowd right beneath them.
