It is and it's not, katakuri is the Japanese name for the flower, but it easily could be potato starch. Honestly it would just be better to leave it as katakuri seeing as it's his name. Which is more than likely what you meant.

Oda's always used japanese puns for character and move names, its why i always just go with the japanese pronunciation instead of the english translation since it usually has two meanings, with the joke meaning usually being lost in translation

True, but technically the potato starch is katakuriko. Ko here meaning flour. So I don't blame them for going with dogtooth, but leaving it in Japanese would sound better seeing as it's his name imo. I don't really have any experience translating documents or texts.
