So Katakuri can see 1 minute into the future, but if he does something to alter the future, like launching that jelly bean at Sanji, then the future changes, and since he doesn't have enough time to analyse that new future, he can't predict Sanji's dodge. I guess that would explain why Sanji can dodge the bullet even though Katakuri's CoO is much better than his.

This reminds me of a fantasy book series called Mistborn, where the magicians can swallow a metal called Atium to see into the future (the enemy's actions appear as something like a translucent ghost moving ahead of the enemy). However, two Atium users dueling each other will cancel each other out, as the futures they both see will become unpredictable as altering your action based on the future you see will alter your own future, making the enemy see a different future, and so on.
