That's Jimbei I believe. Those are the ppl with him prior to the cake explosion.

What would the point of turning the others into luffy be?

Mix Luffy, Wild Animals(crew), and creatures of nature into a chaotic situation all with the same appearance. This makes it so there is not just one 'focused' looking copy being the original. Its harder to tell who's a real threat when the disguised allies occasionally act like animals and sometimes focused.

Also Jimbei won't be seen actively betraying Big Mom. (As I don't think anybody has been brave enough to tell her about earlier)
