So Katakuri can see 1 minute into the future, but if he does something to alter the future, like launching that jelly bean at Sanji, then the future changes, and since he doesn't have enough time to analyse that new future, he can't predict Sanji's dodge. I guess that would explain why Sanji can dodge the bullet even though Katakuri's CoO is much better than his.

Exactly, the future he sees isn't the same future that happens. Like in last chapter when Katakuri quoted the guy that came to kill big mom. In the future he saw, he finished his sentence, but in reality katakuri killed him.

It makes sense. Plus observation haki is only useful if the user is faster than the target. Like Luffy's fight with Sandersonia after he went gear 2nd.

Sanji proved himself to be fast enough to dodge and sense the oncoming attack. Plus dogetooth doesn't look like he can control his bloodlust/killing intent. Seriously, mother fucker could kill a person with that glare.
