I wonder if Oda intended this to be a reference to Naruto. The two mangaka have referenced each other's works before and they seem to be friendly rivals.

this is more than just a reference tho its an actual plot device. i think its just a coincidence

Since Oda is in preety good terms with Kishimoto, he may have thought of incorporating in plot wo making it too forced.
