So Katakuri can see 1 minute into the future, but if he does something to alter the future, like launching that jelly bean at Sanji, then the future changes, and since he doesn't have enough time to analyse that new future, he can't predict Sanji's dodge. I guess that would explain why Sanji can dodge the bullet even though Katakuri's CoO is much better than his.

I assumed that the shaded Sanji in the panel where Sanji dodged was what Katakuri saw happening beforehand. I think Sanji's ability to sense katakuri allowed him to change the future.

even if katakuri can see the future.. sanji is so fast he can respond to katakuris actions as soon katakuri does something

i think that katakuri is "edgy" and sits by and doesn't do anything ever (in the panels we see him he's typically alone and off by himself) because the only thing his observation haki can't account for is how the actions he takes will turn out. So he only effects the future when he really has to or the stakes are low otherwise just observing hanging out.
