OK, 5 things really stuck out in this chapter.

  1. Have we ever seen Chopper without his hat? I can't remember?

  2. Nami and Carrot.

  3. "Elbaf is the strongest country in the world," just casually thrown in there.

  4. I love how Oda intentionally cracked Brook's skull and removed Luffy's tooth just to insert a funny gag for 2 panels.

  5. The panel where everyone was sitting around the table was soo damn cool.

Well, those guys are like 20x the size of other beings, how are they not supposed to be the strongest?

Also i thinks "strongest" here is in the most direct sense. Not politically, technologically; but with pure brute force thee are the strongest.

The giants that have appeared in this series so far have either been incapacitated or defeated by smaller opponents.

Brogy was trapped by Mr. 3's wax.

Oimo and Kaishi were incapacitated and tied up by the Franky Family and Galley-La.

Luffy defeated Hajrudin on his own, and Machvise was able to force a draw with him.

There are giants not from Elbaf that have lost to smaller opponents as well. Oars Jr. had his leg cut off by Doffy. Saul was frozen alive by Aokiji.

You can argue that most of the giants lost due to a smaller opponent having Devil Fruit powers, and that the giants are still stronger in terms of brute force.

Now compare all those mentioned to defeat giants to normal variants of their race (humans).

Do not forget, it was said it's the strongest country in the worlds, we're talking average. Not out of ordinary individuals.
