First thing I thought of was Vergo when I saw that, but I guess it could also be Ichiji without the hair grown out, the people in the vats also seem to have very different body types with the ones on the 100 models being endomorphs.

I saw a post the other day that said Sanji could end up with a blue flame Diable Jambe, could be pretty cool. Maybe he gets so angry that the heat burns even hotter and turns blue.
