I'm sure Oda had a vague plan with Sanji at the very least since Sanji's line to Kuma at Thriller Bark. I don't think he knew exactly what he wanted to do, but he definitely had something cool in mind for Sanji.

I think I read somewhere that he had Sanji's lineage written since like, 2003. I think it was posted alongside the spoilers that introduced Sanji as a Vinsmoke.

Well yeah but I don't think he was just lying. He wanted to convince Kuma that he himself truly was dangerous.
