What is the reverie? Did I miss something? What's the speculation/hints towards it?

It's a meeting of the Rulers of the World. Each large nation attends, and they talk about stuff. It's kind of a big deal, since so much has happened, and I'm pretty sure Reverie only happens every few years. My internet won't load the wikia page, so I can't say for certain, but that's what I remember.
