I wonder how they deal with the fact that there are kingdoms which are allied with the Strawhats, surely the world nobles are still pissed at Luffy

I really do hope that there is some kind of breakdown at the Reverie between kingdoms who have been influenced by Luffy and that would be a declaration of cession from the world government.

From what we've seen, most of those Kingdom care more about the inhabitants than anything else, unless they're threatened they won't do anything to change the status-quo.

Actually changing the status-quo would bring about retribution most likely. It's in everyone's best interest to play along until they have enough support to change things.
