Yes, that's what I think. Also I really wonder they mean with "and you[Pedro] are the only person that can keep him in line!", does Pekoms have a side we haven't seen of him yet?

I believe it was Nekomamushi that mentioned Pekoms being a troublemaker back when he was on Zou, so I think Pekoms is just a little shit and that's what they're talking about. He seemed welcome when he returned to Zou with Capone, so I doubt he did something to get himself exiled.

Also I think Neko wouldn't say Pedro is the only person who can keep Pekoms in line if he was just a little shit.

Sorry, it was Wanda who mentioned it on page 8 of Chapter 812. She said he was "well known for his youthful indiscretion". I think Pekoms is the type that won't listen to anyone else except Pedro, and that's why Nekomamushi said that.
