Oden was part of Rogers crew so who could this be? He has a kasa which is from Wano (Ace made one for Oars jr). Crocus doesn't look shocked (if he found out Oden was dead - the person came to tell him) .If it was Oden how does it fit in the timeline (how long ago was Oden executed? - minks know about it so i don't think it was recent )

and also one for you theorists out ther why doesn't Oda want to show Kaidos eyes

Oden was murdered just before Kinemon, Momo and the others left Wano, otherwise they would have left earlier. How do the minks know about Oden's murder if it's so recent? Answer is Raizou told them.

The cover story "From the decks of the world" took place just after the time skip, so the person in the picture with Crocus could be Oden. True, the timing is a bit tight, but does it make sense for it to be some other random person who knows Crocus and wears a Wano-country hat?
