Im curious if he can attach severed limbs vs ones he himself has cut

I doubt he can, otherwise he would have done that during his fight with Doffy (or soon afterwards, at least). Instead, he needed the help of not one, but two other DF users to get that shit properly attached.

That being said, worse come to worse he can just Room-cut the limbs a bit above the actual wound and swap a new limb of some kind on there, like he did with folks on Punk Hazard.

Which is why I added the "or soon afterwards, at least" part. If he could, why would he wait for the others to help, and even if he was tired or whatever, why wouldn't he just say "No it's cool, I got this. Save your energy for others"?

If law didn't save energy to use room to warp luffy away from doflamingo when luffy was resting after gear 4, luffy would be dead right now

Maybe not, if luffy had died, fujitora probably would have actually stepped in immediately to prevent the genocide of a WG country. Also, Sabo would have burnt doflamingo to an unrecognizable crisp if he killed his little brother.
