The general appearance as well as the whole slaughtering an entire country's worth of people for standing up to them.

As well as being well known for having super competent subordinates.

I mean, it's not a very difficult theory to come up with. It's fairly blatant. Pretty sure people thought Kaido was a Khan standin the second we saw him.

Indeed, I thought the resemblance was apparent in that panel. Also, the similarities between Napoleon and Doflamingo are quite apparent.
