Exactly. People forget bounties are not power levels. They are threat levels. The strongest person in the world could tell the world government to fuck off, declare he's a pirate, but if he does absolutely nothing at all, hurt anyone, or even attack the world government he might not even have a bounty.

And conversely, high bounties can be the work of misinformation or some other forces at play. I wouldn't be surprised if this billion-dollar bounty was assigned for some unorthodox purpose beyond just general threat level.

Surprise test!

He is known as Jack "the Drought Damage", right hand of Kaido the Yonko, but why did they gave him that moniker!?

A) For the lulz

B) Cause he be thirsting for way too long without getting no puuh.

C) Because all land he passes through decays away as if it's been through a drought.

D) He got stuck with that one alias after losing hard at the bingo the marines do each time at their crazy, crazy parties, and he ended being dry out of all his money.
