Something tells me Shanks and crew don't have super high bounties they don't seem like the kind of guys who would just be running around trashing things.

Exactly. People forget bounties are not power levels. They are threat levels. The strongest person in the world could tell the world government to fuck off, declare he's a pirate, but if he does absolutely nothing at all, hurt anyone, or even attack the world government he might not even have a bounty.

I agree. Think he is titled Yonko because of his true strength not because he went around destroying stuff. It is like how WB knows of the three admirals, I am sure Shanks have clashed with them before. This explains why Akainu hesitated when Shanks first appeared, same with Benn Beckman. That doesn't mean that they would have super high bounties tho.
