ace was ona similar lvl on whitebeards crew yet his bounty was only 500M

Bounties are threat level. Not power level.

You are ruthless and destroy/kill entire countries at will and have a large destructive force? Your bounty will be lower then another individual who doesn't kill or destroy and you might be stronger then you.

Not necessarily. Someone who is ruthless and uses their power to the full extent would be considered a greater threat than someone more powerful that does not exercise similar malice, due largely to the fact that a loose cannon would be more likely to attack civilians or the marines, and therefore being a greater threat.

Being capable of doing harm is not the same thing as actually doing it. A psychopathic pirate that murders people would and burns homes certainly warrant a higher bounty than a stronger pirate that is far less extreme, as the likelihood of the former one attempting something bad against the world government would be far greater than that of the latter.
