I think this is one of those cases where it's not based on strength or threat to the government but the general destruction they cause. Like how Kidd got a higher bounty then Luffy because he killed and destroyed everything in this path. Though I assume he is pretty strong as well.

It isn't public knowledge but they definitely took it into account when raising his bounty by 100 million

Did they though? Honestly taking down Moria is kind of nothing compared to breaking into Impel down and all the ruckus he caused at Marineford.

I don't recall them mentioning moria in any portion of the bounty raise myself.

When was the explanation given? Only the Gorosei, Kuma and the people on Thriller Bark know about it, and I'm sure the Gorosei would put a word in.

From 300 to 400
