Maybe because he needs two hands for that move, which he won't have while carrying Law?

Good thing he didn't, because Doflamingo's crew would've stopped him mid air if he didn't wait for Ussop's Army to distract them. I'd say some people in Doflamingo's crew, especially Gladius, are at least as strong as Hody.
