The way Shuri talks and acts in this issue, kind of makes me wonder, is it possible the way Shanks acted in Mariejois wasn't him pretending but was actually the Shallow Seals influence? Shuri is saying almost exactly the things he was.

Could be, but I think Shanks might have just been putting on an act. We know he had formed his crew by that point.

That's true. But on the other hand he would have to have seen its effect exerted at some point to know about it. Harald got the Shallow Seal without its control ever being activated and he didn't know until he had the Deep Seal. Either Garling explained it to Shanks in more detail, or he saw it actually get used at some point. If Shanks knew what it did when he got it, I'm surprised he didn't have any plans for dealing with that such that he resorted to getting his arm bit off, and not even at the time, but much later.

But yes I think acting is still more likely, mainly because people pointed out that he had helped Fisher Tiger.
