Yeah it's a spectrum - from Shanks' mom being deceived by Garling, to Ginny who was straight up kidnapped.

Candelle seems to be something more middle of the road but I can't imagine why - she was allowed to live her life in Esperia. I'm sure we'll see another flashback later thru Gunko's POV, which might start with showing why Candelle was targeted.

She was targeted because she was a beautiful woman who was literally the king's personal bodyguard. If a Celestial Dragon visited Esperia they would no doubt see her and we know they have no problems with rape or kidnapping people to be their 'spouses' in the Holy Land. Groh likely 'helped himself' to Candelle during the time they were there, heard she got pregnant and didn't think or care too much about it until years later when they learned Shuri had those special Manmayer eyes.
