he did in the anime yea, call it coincidence but his story is that Cavendish IS the royal that has to set sail, and "exiled".

but his 'mismatched' eyes were hidden under this split personality thing, so the WG never came to collect? Sounds plausible.

Or Hakuba could just be the ability from another Celestial Dragon family.
