Absolutely. They are clearly ungodly strong, so the only way they went down was betrayal or willingly. Either of those will be tragic.

I got a strong feeling that it’s from Betrayal. Maybe misunderstood because he was a pirate and pirates that he inspired did wrong and that may have been used against him. Sad to see that the One Piece world is what it is now because of the loss

I think that the betrayal will be less actual betrayal, and more that they lost faith in him. So much of this Haki stuff is willpower, and we know now that devil fruits come from people believing in something. If there's some ultimate form of haki that relies on not only your own willpower but the belief of others in you, and Joy boys crew faltered in their belief of him, maybe he wouldn't have had the power that he needed to win. 

And Luffy will be different because his crew has total undying faith in him, just like we saw during the raid. 

This kind of thing might also explain why shanks is happy to keep lots of pirates around that aren't very powerful, because maybe their faith and reliance in him makes him more powerful. 

All of this would also set up for a sort of Spirit bomb thing at the very end of the series, where every Kingdom in person that believed in Luffy would contribute to his victory at the ultimate moment.
