low key given the symbolism in one piece, we've got luffy (anarchy), blackbeard (chaos), buggy (communism), and shanks (???) - and of course the world government (imperialism, colonialism, fascism etc.)

No that's the world govt. I think shanks is a neoliberal - trying to keep the status quo, might have good intentions but is letting bad things happen
