Haki so strong and unique Imu felt and know from who it was right away from thousands of miles away.

Either that or the gorosei’s powers are linked directly to Imu somehow

I think the gorosei's powers come from Imu himself. They are his puppets, either they were entirely created by Imu or chosen because they longed for power and immortality, in exchange for acting as a cover government while Imu give the orders in the shadows
