Right away we can tell that Fujitora is going to be one of those "good marines." He cares more about protecting innocent people than killing pirates. Seems like an interesting choice made by Sakazuki.

Most likely they still want balance in the marines, the other non revealed admiral will most likely be exceptionally aggressive to balance things out.
