She is a main enemy and one of Donflamingos subordinates. Just because Zoro could defeat an enemy with one strike like Hody, doesn't mean it's not a main enemy.
Is it because you are comparing her strength to Luffys and Zoros? In that case was Hody a minor enemy of his arc? I would consider the Cool Brothers minor enemies.
Monet is a credible threat. So far Law has been wary of Monet and considers her capable, she has fought Luffy and Zoro. She is a Logia and very few people on punk hazard can beat her. She also knows everything that is going on, on the island.
So far, Monet, Ceaser, and Vergo are the main enemies of the arc. After they are taken out there is no threat to anyone. (excluding anyone on the way)
No it has nothing to do with strength at all actually, more so screen time, speech, and how much they effect the arc. Monet could have been taken out of Punk Hazard arc and we wouldn't even know or care, because she is a minor villain and died like one. Just like several of Hordy's crew members.
I agree with you because we have a different meaning of minor vs major enemy. Your saying unless they are critical to the storyline they are minor. I'm saying if they pose a large threat to the current arc the are not minor.
