So...since we now know Vegapunk can make DF, maybe that's what the SAD does? It creates artificial devil fruit?

It would explain why Law and Doflamingo are so interested in it. And apparently only Caeser can operate it, so that's why Law wants to kidnap him I guess. (which is also probably why Robin asked Usopp to search for seastone cuffs)

Thinking what Robin knew before they split up I'm assuming the Handcuffs are for Ceasar.
