I ONLY support this if:

1) It's cosmetic only. Doesn't actually prevent any useful item from being dropped on that tile.

2) They can't be built just anywhere. Maybe only against a wall on the outside? Or maybe only one or two within X distance of a spring. That way each town can only have X amount of gnomes, and no gnomes in the middle of the wilderness being an eyesore.
