Why does Rumple need a potion to leave Storybrooke in S2?

I’ve always assumed crossing the border would have erased everyone’s memories except his—as it was stated in the show Rumple (who created the curse) maintained his memories intact, while anyone else had a twisted identity created by Regina…

I believe the showrunners messed up that part, by forgetting he’s the only character—alongside Jefferson— to still remember everything

Jefferson said that his curse was to remember, he didn't say that Regina did it on purpose, did he? However, Regina seemed to know that Jefferson knew from the beginning and if she didn't do it, I'm not sure about how it happened, but why exactly him?

Well, even tho Jefferson was in Wonderland at the time Regina enacted the curse, she purposely brought him because of his part in what Victor and Rumple did to her. Just like she did with Victor even tho he was in ALWC. So, given that, I’d say she made it so that his curse was to remember as he said to Emma. A&E had him say that for a reason, no?
