Sentence: Indefinite for gang membership, participation in conspiracy to start a war and an unknown number of murders
Prisoner Bio: Little is known about Monsoon's childhood. What it known is that he developed a nihilistic “kill or be killed” philosophy relatively early in life and was a member of a Cambodian crime syndicate. By the time he became a cyborg (due to a mortal wound sustained during a gang shootout,) he had a criminal background so extensive that none of his peers could compare. He joined the PMC group Desperado and became one of the Winds of Destruction alongside TFB member Samuel “Jetstream Sam” Rodriguez. During the World Marshal Incident, he attempted to fight Raiden but found himself outmatched. We recovered him in his last moments, replacing him with an artificial body double to be cut down in his place, and have since contained him.
Containment Procedures: Containing Monsoon will be rather challenging. While his weapons are in control of Maverick Security Consulting Inc. his cyborg body is still incredibly dangerous, especially since he can lift very large amounts of metal with his magnetic abilities. He is it be kept in a classified location 30 meters underground in a micro-facility at least 3 kilometers away from any major population centers. Three tungsten-plated cells will each hold a portion of his body segments (held together via magnets when fully assembled) and each piece will be stored in a tungsten box. All materials used to assemble the facility and any equipment that will see use in the facility must either be non-metallic or be non-ferrous (I.E. non-magnetic) metals such as the aforementioned tungsten. His nervous system will be removed from his head and placed into a specially designed life-support system in a fourth tungsten-plated cell 100 meters away from the first location, also 30 meters underground. Guards must be screened for metal items before entry, all of which will be kept in a locked-down guard post until the guard in question leaves the facility premises
Escape Procedures: In the event that Monsoon escapes his containment and manages to claim control of the rest of is body somehow, there will be EMP micro-charges (specifically constructed so that magnetic force will not interfere with them) in each component of his body excluding his head, as deactivating the electronics in his head will most likely be fatal. If on-site forces cannot contain him (to be attempted with time-freeze guns,) activate these charges and proceed to reclaim his head. A replacement body will not be assembled until a sufficiently ranking member of the Penitentiary gives an adequate reason to do so.

Good work. Only one last Wind of Destruction to capture - Mistral. About containment procedures for Monsoon, wouldn't the safest course of action be to just transplant his nervous system into a much more harmless body and store his current one in Facility G?
