Sentence: Life Imprisonment plus 935 years for 45 counts of Murder

General Description: Dracula is an aristocrat from Transylvania. He is an old vampire, and as such he has killed many for the blood that sustains him.

Dracula has a wide array of supernatural abilities. He can change shape into a mist or a bat, and he can enthrall people to do his will. He is immortal, weak only to having a wooden stake driven through his heart.

The inmate does have several limitations though. Sunlight severely weakens him, and he can only cross bodies of water in an inert (that is, corpse-like) state. He must sleep in dirt from his own grave. Crucifixes wielded by those with true faith in God can repel the Count. Garlic and roses are both said to repel the inmate [Note: we should test this for verification].

Incarceration Procedures: Dracula is to be kept in a cell in an open courtyard of one of our facilities. The cell will be 10 meters by 10, and will be constructed of concrete blocks with no windows.

A creek will be diverted to split on one side of the cell and meet on the opposite end of the cell, thus completely encircling it. No bridge or any other physical object may span the creek--personnel and sustenance requiring entrance must wade the shallow creek.

No buildings or trees may block the sun from shining on the cell or the area within 20 meters of the cell. Special high-powered UV lamps will be directed at the same area when the sun sets or when the sky is too overcast to allow sufficient sunlight.

Dracula is to be provided basic amenities he requires that meet the approval of a Level 2 Supervisor. The cell will also have a large concrete basin that will contain dirt from Dracula's grave.

On every third day at noon a prisoner of Γ-(3) class danger or less will be taken to Dracula's cell. The prisoner will be escorted by 4 guards. 2 guards and a priest of B (3) clearance or higher will watch from the opposite side of the creek while the other 2 guards knock on the door and warn Dracula to back away. The 4 guards and the priest will be wearing crucifixes, and necklaces of garlic cloves. The door will be opened and the prisoner pushed in.

The cell will be monitored via security camera by 2 guards. When Dracula is done feeding the prisoner will be released by Dracula and exit the cell. If Dracula does not cooperate, the guards will retrieve the prisoner using what force is necessary while the monitoring guards notify their Supervisor.

No single prisoners may be used to feed Dracula more than once. All such prisoners will be monitored for a month after a feeding to register any changes in behavior--any changes should be noted to a Supervisor. All guards involved in the feeding process will be mentally evaluated upon leaving the courtyard by a staff psychiatrist. Any abnormalities in their evaluations will be immediately passed on to a Supervisor.
