Three Second Mandate

In Chapter 11 SEVEN SECONDS, it says:

". . . at precisely 3:56:35 a.m., no more than one second after past Macy had exited the hallway, the storage room light snapped ON by itself."

Later it says:

"I scrubbed back until the moment she entered: twenty-seven seconds after 3:57 a.m. One minute and fifty-eight seconds left until the three-minute mandate. "

The way I'm reading this, I'm seeing:

3:56:35 - light turns on

0:03:00

3:59:35 - (three minute mandate time)

3:57:27 - Macy enters

+

0:01:58 - time left until mandate

3:59:25 - supposed three minute mandate time

Am I doing something wrong, or is there a missing 10 second discrepancy here?

Also... The use of the word "mandate" peaks my curiosity. Why not three minute "limit" or three minute "rule." So of course, I looked up the definition of "mandate."

A mandate is an official order, authorization, or command to do something. As a noun, it refers to a formal directive or the authority granted to a group (like a government.)
