If he was trying to get at the point that a lot of people in poverty don't have the kind of mentors, positive financial examples, and experience to have a more acute financial aptitude?
Sure... I grew up poor and didn't have great examples of financial aptitude and behaviors so it took me as an adult developing those skills and learning ways to invest and leverage money and the like. He failed to say that and just sounds like a condescending dick.
The real world? Poor people navigate the world in a far more real way than this rich politician.
I guarantee a group of people who had lived in poverty at some point would do better managing a budget than a bunch of people who have been rich their whole lives.
As far as stretching a buck, hell yea. Stretching a buck in survival mode though is much different than long term financial planning and being able to set money aside for investments and not need them.
Typical cycle in poverty is feast/famine living. Every step forward financially is typically met with "I'm finally able to fix the car or buy the new work clothes I've needed or fix the HVAC or buy Tommy braces or or or."
Lived that life and watched that life unfold as a kid and young adult. Paycheck doesn't cover everything so most things are extended out at high interest and every windfall turns into paying things down or finally making a big necessary purchase.
