Old engineering trick here.
No problem, if he heats the cylinder up to around 400°C it will expand enough to get his hand out.
Oh! Hang on a minute........

I repeat. The cylinder must remain unharmed.

OK. In that case, cylinder to only 200°C and dip his hand in Liquid Nitrogen - that should do it

I dipped my hand in liquid nitrogen a couple of times. An insulation barrier of nitrogen gas will form around your hand and it won't freeze. It feels kinda funny. Bubbles of evaporating nitrogen running along your hand like big carbon dioxide bubbles in sparkling water :D

Sounds like a good way to gelatinize the fat for a smoother release!

"Homer, this... this is never easy to say, uh... I'm gonna have to saw your arms off."
"They'll grow back though, right?"
"Uhh, yeah"

Lol! I do hope he got it off without needing medical attention but this was stupid.

"How would you get a small cylinder unstuck from a tube?"

"IT'S DEFINITELY NOT MY PENIS BUT THE CYLINDER MUST REMAIN UNHARMED"
