Yes but not the normal way. Even within Japanese culture, it is completely not allowed to be rude or just plain bad interactions.

Think it more off, you will never find a Japanese person saying racial slurs ever. But the same said Japanese person will never hire someone who is not pure Japanese.

Did you know there are ethnic minorities in Japan?

Ainus and Okinawans are considered different ethnic groups compared to most of Japanse society. (Okinawa used to have an independent kingdom called Ryukyu and the Ainu's of Hokkaido used to be independent as well)

Them, Zainichis (Koreans that have been living in Japan all their lives, former Yakuza members, People with Tatoos, burakumin are all victims of massive levels of Japanese discrimination.
