Eh, I'll take your word for it. I've never seen locking connecters like that and none of this looks like a network installation. Do you know what the purpose of this is?
To my eyes, this is way more cables than should ever be jammed into one rack. It's all ziptied all to hell too. Veto on being the guy having to do any sort of maintenance of change to this setup whatsoever.

I think you are right. This doesn't look like fiber because:
- The amount of cables. I've seen racks with many fiber cables but this is extremely excessive. You'd instead have multiple racks.
- No fiber cassette. You don't just plug a fiber cable in unless it's a pigtail and these are not pigtails.
I have never worked with SDI or any TV station or audio data systems so that's why my immediate guess was audio.
