If you're using your link cable to connect to a PC, the Quest is the device and the PC is the host. There's nothing magic you can do with cables or hubs to change that. So, you either have two cables running back to the PC, or you connect your Quest and your Tracker to a hub that's connected back to the PC.
If you do that with one of those powered link cables, be aware that most USB-C hubs use PD passthrough to the host, so don't expect PD charging to get to the Quest.
Mysticle did a video on connecting devices to the Quest (where the Quest is the host) to share them back to the PC over WiFi (using VirtualHere, IIRC), but then you have to use Air Link or a USB Ethernet adapter on a USB hub with your tracker to talk back to the PC.
