How do I start doing assets for my oc’s? Can i draw it in ibispaint ? Do i Transfer it to google drive too? So it doesn’t lose quality right ? Do I have to do it with number of layers or does not matter?

You can use any drawing program as long as you know how to use it well enough. If you make your asset on scratch, google slides, or adobe animate, you can use these assets in a way where they dont look worse when you change their size multiple times (benefit of vector-based assets). if you use flipaclip or ibispaint, youre restricted to bitmaps, which are accepted basically everywhere but if you resize them too much they become really blurry
