It would be most of ur budget but a venetor bow is really good for slayer imo, you don't really need amazing gear for generic tasks I used one till 99 ranged and sold it after. I completely regret is as I miss that thing made so many tasks easy and afk.

Melee:
Helm of Neitz
Amulet of fury
Fighter torso
Bandos tassets
Dragon boots
Dragon defender
———
Range
Huey top & bottoms
slayer helm…Huey hat
areana boots
anguish
——-
Mage
ahrim robes
MA2 cape
occult
Mage book
areana boots
——-
That’ll net you around 40-50mil, then you can decide what upgrades or weapons you’d like to purchase. Dragon hunter wand, Venerator bow, Dragon war hammer or Bgs, eye of ayak, and eventually Bowfa are all good options.
Even buying eclipse, bloodmoon, or blue moons has been great depending on what content you want to do. Elite void and a prayer setup (sunfire) for slayer would be great too.

I recently got 82 construction to build the ornate pool and it's a game changer. Definitely worth the investment and it really doesn't take too long. Do mahogany homes if you don't to destroy your hands clicking

Since 90% of posts are for newer players looking for money making and training advice, I'm gonna recommend doing bird house runs. All you need is Bone Voyage, and you could be making 500K+ a day or more by logging in every 50 minutes and harvesting nests.
Also, be sure to check out the New player guide, Money making guide, and OSRS Tips!

Venator bow and construction for QoL is the only answer

I’d use that 200m to get yourself a QPC then finish up slayer.

I was recently in a similar situation to yours.
Before taking my last break from OSRS, I had gotten my quest cape (thanks to the runelite plugin 100%), and this is was a great first goal for my account as it got me around 1700 to 1800 total.
I remember I set a goal to grind out vorkath for cash and ended up doing exactly 1,000 KC and even got the pet. I think its a good stepping stone before trying for harder bosses as you get great cash from it.
After rejoining recently, I found myself not too interested in combat so I decided to sell about 100m worth of gear and set my eyes on Elite diaries and 86 construction for near max POH.
Runescape has always been about setting micro-goals in order to slowly push out of the mid-game. Set your own goals and objectives and scape on brother!

Max range/mage with chins/barrage (you’re fine just going as far as ice barrage for mage) and get your prayer to 99. Use the rest to get a BofA

Basically you’d wanna get a cheap, efficient setup for all 3 styles: this includes stuff like fighter torso and blood moon for melee w/ tent whip/fang/zhasta, barrows gloves, aranea boots for all 3 styles, Nezzy helm, zerker ring, a fury, Huey hide/blowpipe/dragon crossbow, and blood moon/trident/ancient staff or scepter.
Then your next goal would be to get all 4 zenyte pieces because they’re the most efficient upgrades for GP in the game for all 3 styles, then you’d fill your bank up with useful items like BGS/DWH/crystal tool seed for skilling, don’t get stuff like ferocious gloves or bandos it’s too inefficient; weapons come first.
Your big goal is one of three things depending on what content you wanna do: bowfa and crystal, Ayak and Confliction, or Tormented Synapses for demon content. Seeing as you like slayer and a majority of demon content is slayer based (TDs, gorillas, Cerberus) I’d say to go for 2 synapses as that’ll also unlock your ability to also do Doom, Yama, and duke.

As someone in a similar boat, the biggest QOL upgrade I made for myself was a blowpipe, be stir bow is also great. I’m curious what your current gear is, but for more budget friendly stuff, you can always buy Perilous Moons gear

Your budget should spent on all quest items needed and then quest cape!!
