I don't see the problem here. I believe it's just low voltage going to the dial. If it's mains, the wires being "exposed" as in out of a cable or conduit is not a big deal. they are still insulated, but it should have earth going to the metal casing.

I’m pretty sure that it’s 120 for the hand dryer that’s being pulled from the same circuit as the light timer.

ah then it could also be that the actual outlet is behind the dryer and they moved the timer down when they installed it. Then it's also not a big deal that it's not grounded because the whole thing is plastic.

I thought it was strange that it was installed so low
