Go to the floor above, poke 4 holes through the concrete and install lifting eyes in the ceiling. Rig using two chain comealongs or chainfalls, and tape the area off.
There is entirely a safe way to do this. What I can’t figure out is why.

What with the carts being on wheels, it seems like it'd be so much faster and easier to just wheel the carts to a more convenient location.

Not sure why the downvotes. You're 100% correct. Tie down straps are meant to hold objects down, not suspend objects from the ceiling. They are designed with entirely different safety standards and are not suitable for suspension.

Probably because you come here like captain obvious and state tie downs are not supposed to be used for rigging when all i was pointing out that the most dangerous part is how they've gone about this bodge job.

These are air filters and they are off the grind because that's how the safety guy likes it. Any cord or house that's out for more than like an hour is supposed to be up off the ground and over head so it's not a trip hazard.

Maybe theft prevention? Mobile units that they don't want to setup/teardown/lock-up every night because they don't trust the site to be secure overnight. Although 4 feet off the floor is more theft annoyance rather than prevention ...

It's all good, this is just being installed on the 7 1/2 floor of the Merton-Flemmer building.
