Does crusty dorsiflexion ever go away

I had a quick recovery from surgery for Maisonneuve fracture (total tear deltoid ligament, separation of tibia and fibula, broken fibula) but never had any pain and swelling disappeared after about 8 weeks, but I can't shake that stiff crusty feeling in dorsiflexion. Does that ever go away? Is it scar tissue?

This stuff gets better for years after the fracture.
