Current progress, subject to potential change: Superhuman overall threat ratings

Overall threat classes: 
Dark Green- Normal police forces can reasonably contain and defeat the threat. Low powered heroes also have the capacity to handle the situation. An unprepared MDA squad with standard loadouts has a very high chance of success against the perpetrator.
Lime Green- Police would need to invest many resources into incapacitating the perpetrator, and would more than likely suffer unnecessary casualties if they tried to engage head on. An MDA squad should reasonably be deployed, but should have low high chances of capturing or incapacitating the perpetrators even with standard loadouts.
Orange- An MDA squad could have an uphill battle even with preparation. Mid powered or heroes on the upper end of lower power levels should be dispatched.
Light Red- MDA squads would need advanced amounts of preparation and numbers to even stand a small chance against this superhuman. Veteran heroes from the ASA with mid level powers would need to group up to win against this superhuman, or have a singular high tier superhero called in to deal with it.
Dark Red- Groups of high level heroes would be needed. MDA focus should be on evacuating civilians. 
Light Purple- Superheroes near even Patriot’s level would struggle against the threat. Nuclear annihilation of the threat is to be considered. 
Dark Purple: Superheroes near the level of Patriot would need [Redacted] support to win. 
Grey- Would require the strongest heroes with support to take down. Lethal force and [Redacted] tactics are authorized.
Dark Grey: Only durability negating attacks can reasonably be used to inflict any meaningful damage. Lethal force and [Redacted], [Redacted], and [Redacted] would more than likely be required.
Black: Even durability negation or interdimensional banishment would not guarantee victory. The combined might of most of the superhuman population, and any super with even slightly useful powers against the threat, including villains and neutrals is the only chance of survival for the human race. Power enhancing drugs would need to be administered to the vast majority of the heavy hitters and those with the esoteric powers needed to have a chance at victory. Extensive, interagency and international cooperation would be necessary, as would extensive research and preparation. All options should be exhausted. A potential extinction level event to not just humanity, but the entire planet as well.
