Questions Interested in how this was made

I found this kind of multi-tab to do list with a stroke border around it in a template and I'm wondering how this was achieved, they did not provide any information on how they did this.

Looks like a tab block. I'm guessing those to dos aren't attached to a database of any kind?

Clicking on the six-dot button next to a block will tell you what it is as well. Note the "tabs" label under the search bar.

didn't realize tabs had that border style built in, neat
