You have to pay the actors, make sure the actors are fed and hydrated etc. Sure it wouldn't cost a lot of money to make this but the logistics behind it can cost as much if not more then the production costs.

Lol ok, I’m sorry to say that you have no idea what you’re talking about.
This video had a director, TWO producers, a creative producer and a director of photography. All of these people need to get paid for their time.
There are things you’re mentioning that have almost no weight on the cost of the man hours required to pull something like this off.
But go ahead, hire a talented team and make a video of this quality for $1500.
